Yes. Tool settings have a picture field for a logo.
Will the watermark stay readable on busy photos?
Turn on the dark edge and adjust the opacity so the mark stays visible.
Does it work offline?
Yes. Watermark Image runs on your computer inside oneapp, and your files are not uploaded.
